People and Culture Manager
The Position
The main purpose of the role is to support the Head of People and Culture and the Country Director in implementing TPO Uganda’s people management framework. The role ensures strategic HR delivery, compliance with Ugandan labor laws, and alignment with the People and Culture Management Policy Manual. The PCM will report to the Head of People and Culture with a dotted line to the Deputy Country Director.
Your key responsibilities are:
- Implement recruitment, onboarding, induction and exit processes in line with policy
- Coordinate performance management cycles (probation, mid-year, annual)
- Manage staff welfare, grievance handling, and disciplinary procedures
- Support learning and development, including training needs analysis and post-training follow-up.
- Maintain HRIS and ensure data integrity
- Promote safeguarding, DEI, and wellness initiatives
- Ensure compliance with Employment Act, NSSF Act, OSH Act, and internal policies
- Support field HR operations and staff engagement activities across TPO
Job Requirements
- A master’s degree level qualification in Human Resources Management, Organisation Psychology or a Masters degree in Business Administration (HR Option)
- Professional HR qualification highly desirable
- At least 8 years HR management experience with a minimum of 3 years at senior management level handling a range of issues including HR planning, recruitment, conflict management, employee relations, reward, performance management, learning and development.
- Experience working with a large I/NGO with HQ and field offices
- Highly competent in interpreting and applying statutory legislation.
- A track record of providing empowering support to line managers
- In-depth knowledge of human resource management principles and best practices
- In-depth knowledge of Uganda employment legislation and regulations
- Working Knowledge of HRIS integrated systems and Microsoft Office
- Knowledge of humanitarian staffing needs
- Excellent in both written and oral English language with keen attention to detail
- Highly skilled in building, managing and motivating high performance teams
- Skilled in creative problem solving and navigating ‘gray’ areas
- Highly organized and able to multitask to meet deadlines
- Excellent cross-cultural communication and interpersonal skills
- Ability to manage sensitive and confidential matters with the highest level of professionalism and impartiality
