Steadman Global Senior Consultant Technical Advisory Services (ICT and Digital Transformation)

The Position

Steadman Global seeks to hire the services of a well-qualified and experienced Senior Consultant – Technical Advisory Services (ICT and Digital Transformation) to support the successful design, delivery, and management of consulting assignments across multiple sectors

Your key responsibilities are:

• Lead the design, planning, and implementation of ICT and digital transformation projects for public institutions, private sector actors, and development partners.
• Conduct digital ecosystem diagnostics, ICT infrastructure assessments, and institutional readiness reviews to inform strategy development and implementation planning.
• Design national or sectoral digital strategies, e-government platforms, and digital inclusion frameworks aligned with global best practices and local contexts.
• Oversee the development of digital skills frameworks, digital entrepreneurship support systems, and innovation hubs or accelerators.
• Advise clients on data governance, cybersecurity, digital public infrastructure, open data, and smart systems for public service delivery.
• Guide feasibility studies, cost-benefit analyses, and implementation roadmaps for digital investments and transformation initiatives.
• Manage multidisciplinary project teams, ensuring delivery of technically sound, context-relevant, and timely outputs.
• Coordinate stakeholder engagement processes, including government consultations, user research, capacity-building workshops, and co-creation labs.
• Lead the development of digital policy briefs, reports, toolkits, and technical guidelines for institutional use.
• Support digital transformation initiatives’ monitoring, evaluation, and learning (MEL) and contribute to knowledge dissemination.
• Contribute to proposal writing, client negotiations, and business development efforts in the ICT and digital transformation portfolio.
• Mentor junior consultants and provide quality assurance for technical outputs across digital-related assignments.
• Stay abreast of emerging digital trends, tools, and regulatory developments to inform advisory services.

Job Requirements

• A Masters Degree in ICT, Information Systems, Digital Transformation, Computer Science, Public Policy, or a related discipline, as well as other skills such as COBIT 5 (Control Objectives for Information and Related Technologies Certified), ITIL® (Information Technology Infrastructure Library v3 Foundation), PMP® (Project Management Professional), or CCNA (Cisco Certified Network Associate), will be an added advantage.
• 7–10 years of professional experience in digital transformation, ICT consulting, or digital policy development.
• Proven track record of leading complex digital initiatives in government, private sector, or international development settings.
• Strong technical expertise in digital ecosystems, ICT strategy, digital public infrastructure, e-services, and data systems.
• Experience working with multilateral and bilateral development partners (e.g. World Bank, UNDP, GIZ, AfDB, USAID) and/or national governments.
• Excellent skills in project management, stakeholder facilitation, and cross-sectoral coordination.
